Temp Guards

[Source] Temp Guards is a strategy in the Planning Department used to protect your stores. The length of a strategy Temp Guard depends on its level. It is detailed as follows:

Level 1:   0.5 Hour
Level 2:   0.8 Hour
Level 3:   1.0 Hour
Level 4:   1.2 Hour
Level 5:   1.5 Hour
Level 6:   2.0 Hour
Level 7:   2.3 Hour

Lets suppose I would say that :
Temp guards can't intercept all threats all the time,
even when they are guarding the very same shop that is attacked.
Would you say:

1) That's true !
Temp guards only have some chances (not 100%) of intercepting,
- intruders that try and disturb and vandalize stores
  (egging, smearing, brick throwing etc)
- rude competitors inviting themselves into your stores (price attacks). X)

2) Thats Wrong !
Temp guards always work all the time when they are still guarding your store.

3) The truth is elsewhere...
(please explain)

click on "shortcuts " buttons. Look left side of our new big chat box. There is your strategy button. It was an improvement made by BTO in one of the recent Maintenance.

I think I have to answer my own question, because I just realized where is it now. Sorry, for being naive and not looking further.

I saw it at the bottom life side of the
Attachment: Your usergroup does not have access to attachments
