You need Tc level 102 and you need your 2nd worker to be rein and reach level 10 again.
if you rein him before you got 102 level Tc it's still good.

ok i have rein my 2nd worker and TC lvl is 100, so when my 2nd worker reaches lvl 10 and TC lvl 102 it will unlock another worker?

it's either TC or TM (textile mill). you won't have to rein again to get it. only level TC and TM.

You just need to reinc your first worker at least one time and then level up to level 10 and upgrade your text mills to level 92 to get second worker
